My only solution would be to re-install but seeing as you have already done that. When at 100%, Steam is still in the process of updating the game.
Just keep waiting, don't close the window, and eventually it will be done, and you can play. Because it has attracted low-quality or spam answers that had to be removed, posting an answer now requires 10 reputation on this site (the association bonus does not count).
It's pretty straight forward and there are many online resources to find out how to perform this.
To connect to it use the IP on your Vultr instance.
